Abstract

This article examines strategies for Pakistan to maximize the strategic and economic dividends of "CPEC 2.0" while navigating its complex, emerging challenges. Moving past the polarized views of CPEC as either a total economic panacea or a vehicle for debt-trap diplomacy, this study takes a grounded middle position to critically analyze the project's sector-specific transformative potential alongside its systemic constraints.  The paper further emphasizes the need to structure formal training, internships, and joint-venture labor requirements—particularly targeting underdeveloped regions along the corridor—to transition the national economy from low-wage, low-skill labor to high-value-added manufacturing. Realizing the project's economic dividends demands indigenous, holistic policy execution and a judicious mix of selective protectionism and export-led growth.
