Abstract

Drug abuse has emerged as one of the most serious public health and social challenges worldwide, with profound implications for crime, public safety, and youth development. In Pakistan, the increasing prevalence of substance addiction among adolescents and young adults has raised concerns regarding its relationship with juvenile delinquency and criminal behavior. Although drug use and crime are closely associated, the relationship is complex and cannot be explained solely by the need to finance drug consumption. Existing research suggests that socioeconomic deprivation, family dysfunction, peer influence, psychological disorders, unemployment, and limited access to education interact with substance abuse to increase the likelihood of juvenile offending. This study critically examines the relationship between drug addiction and youth crime in Pakistan by reviewing empirical evidence and theoretical perspectives on substance abuse and juvenile delinquency. It evaluates how drug dependence contributes to various forms of criminal behavior, including theft, robbery, violence, drug trafficking, and other offenses committed by juveniles. The paper further explores the role of Pakistan's criminal justice system, rehabilitation services, and drug treatment programs in addressing substance-related offending. The findings indicate that punitive criminal justice responses alone are insufficient to reduce drug-related crime. Instead, comprehensive prevention strategies, accessible treatment facilities, community-based rehabilitation programs, family support services, educational interventions, and evidence-based public policies are essential for reducing both substance abuse and juvenile delinquency. The study concludes that strengthening rehabilitation and reintegration mechanisms, rather than relying primarily on punishment, can significantly improve youth outcomes, reduce recidivism, and enhance public safety in Pakistan.
